Part C Information
Under IDEA, eligibility for Part C services is based on how each state defines an infant or toddler with a disability, which must include those with a developmental delay and those “with diagnosed physical or mental conditions with a high probability of resulting in developmental delay” (Frank Porter Graham Child Development Institute, 2021).
Most children who are deaf-blind were reported under the Part C Developmental Delay category. Some state Part C programs include the category “At-Risk.” About 16% of children in the deaf-blind count were reported in this category. Almost all Part C intervention services were provided in the home.
